The High Stakes of AI-Assisted Decision-Making
Across the Gulf, AI has become increasingly embedded into business organisations, with significant deployment in services especially (estimated at over 70% of services in Saudi Arabia), and with a significant infrastructure development to support it (over 35 data centres in UAE), attracting an increasing valuation of over $51bn by 2030. As a result, Saudi Arabia has embedded AI into its national transformation agenda and formalised ethical principles for deployment, while the UAE has emerged as the region’s leading data-centre hub, with significant expansion underway. Yet as artificial intelligence moves into hiring, lending, healthcare and customer engagement, a dangerous misconception persists: that raw model accuracy is the main measure of success.
However, in high-stakes settings, it is important to recognise the sociotechnical aspect of AI, blending human decision-making and AI output generation. In AI-assisted decision-making, the algorithm provides insight, but the human retains authority. Trust, in this context, is not a soft cultural issue, but rather a measurable risk variable which can be integrated into the organisation’s strategy. When trust is miscalibrated, organisations expose themselves to legal, ethical and commercial failure.
The Dangers of Misplaced Trust: Misuse and Disuse
One of the most persistent risks is technological determinism: the belief that because a system is algorithmic, it is somehow neutral, and that it alone determines organisational performance. In reality, AI reflects the assumptions, exclusions and hierarchies embedded in the data and institutions from which it is built. This matters especially in a region scaling digital systems at speed, where the demand for people who can configure AI often outpaces the development of a sufficiently skilled customer base able to question it.
The result is a trust problem with two forms: Misuse occurs when professionals over-rely on flawed machine outputs and effectively rubber-stamp error. Disuse occurs when professionals under-trust sound outputs and fail to realise the value of their AI investment.
The GCC’s expanding Buy now pay later (BNPL) market is a good example. Regional providers present BNPL as a major growth opportunity, supported by strong consumer uptake and merchant adoption. But a biased credit model can create allocation harms by unfairly denying loans or mispricing risk, and representation harms when verification or scoring systems systematically disadvantage particular groups. The effect is not only individual financial strain. At scale, these distortions can weaken confidence in digital finance and compound fragility across the wider economy. Many firms miss this because they fall into the trap of assuming that social concepts such as fairness can be solved through mathematical definitions alone, without reference to local culture, law or institutional context.
The Hidden Trap: Why Human Bias Isn’t Obvious
A fatal weakness in human-AI workflows is the assumption that experienced professionals know when they are right, and that this transfers to AI. This fragility is intensified by the way people process AI outputs. Under pressure, decision-makers often default to fast, intuitive, heuristic judgement rather than detailed analysis. When AI provides a recommendation first, anchoring bias can narrow human reasoning before critical evaluation begins. Moreover, polished, plausible-sounding justifications that create an illusion of validity without adding meaningful insight can often be generated by AI LLMs due to their training data.
Many AI systems are imported from different social settings, often trained on datasets and assumptions reflecting limited geographical or cultural groups. Those “scripts” for action can fail when transferred into Gulf labour markets, financial systems or customer environments. Once adopted, this can subtly reshape pre-existing values, leading to privileging what is quantifiable over what is contextually wise. To counter this, firms should model human expertise more explicitly through an interactive rule set that maps how experts actually decide, making visible where judgement is robust and where it is vulnerable to intuitive error.
Calibrating the Future: Three Strategies to Check for Bias
The answer is not less AI, but better-calibrated oversight. Firms can move beyond black-box models toward more interpretable approaches. This would include testing whether sensitive variables such as nationality or residency status influence outcomes directly or through proxies in the model, for example, and whether the relationships are consistent. Another means to address this is to check existing assumptions versus AI-generated suggestions decisions: requiring a manager to record an initial judgement before seeing the model’s recommendation. This simple workflow design helps disrupt anchoring bias and re-engage analytical thinking.
A third strategy is a priori debiasing. Instead of showing only a confidence score, firms should present the raw case profile and relevant data features before the AI’s conclusion. This allows the decision-maker to compare human Correctness Likelihood with AI Correctness Likelihood at the task-instance level. In practice, that means using direct display of comparative capability, adaptive workflows that withhold predictions when the human is likely to perform better, and adaptive recommendations that reveal the “why” without prematurely revealing the “what.”

Strategically, the approaches below show the importance of a clear governance and technology management strategy, where how the system signals its limitations, and human oversight roles are clear. A highly accurate model can still be strategically dangerous if its failures cluster around high-impact decisions or vulnerable groups in an unmoderated way. The goal of AI integration is then complementary performance: a human-AI team that outperforms either alone. That requires leadership to treat trust calibration as seriously as financial risk, and to design workflows that preserve scepticism rather than automate deference.
As regulation and litigation catch up with deployment, Gulf organisations need an algorithmic duty of care. Saudi Arabia’s AI ethics principles already emphasise fairness, transparency, accountability and human-centric values, signalling where regional governance is headed. But businesses must also avoid the solutionism trap: not every organisational problem, especially one shaped by culture or power, has a purely technical fix.
